Can I make a disc of other artists songs?

If you are performing the music yourself (a cover), sure!

If you are trying to reproduce another artist's song and NOT performed by you or your band, then you will have to obtain written permission from the artist unless the music resides in the public domain.

Be sure to apply for rights/permissions prior to manufacturing.
